2019-03-05 21:16

Recently, in order to properly implement a series of policies and measures issued by the Communist Party of China and the State Council to promote the steady growth of foreign trade, curb the downward trend of foreign trade as soon as possible, and lay a solid foundation for the further improvement of this year's foreign trade situation, the General Administration of Customs of China has sorted out and summarized the promulgated policies and measures to ensure that all policies and measures issued by the State Council are implemented.

Further Improve Customs Clearance Supervision Services

1. Speed up the construction of the International Trade Single Window. Summarize and improve the pilot experience of the Single Window in a timely manner, intensify promotion efforts, expand the scope of enterprise participation, promote the standardization and simplification of declaration data of the Single Window, and urge port law enforcement departments to accelerate the transformation of business processes under the Single Window environment. Together with relevant departments, the Shanghai experience will be first extended to the Guangdong, Tianjin and Fujian Pilot Free Trade Zones, and the goal of promoting the construction of the Single Window at ports in coastal areas will be completed by the end of this year.

2. Promote the institutionalized construction of port information sharing and co-utilization mechanism. This year, the *Measures for Data Sharing and Use Administration of Member Units of the State Council Inter-Ministry Port Work Joint Meeting* will be issued. At the same time, the General Administration of Customs will speed up the work-level communication with taxation and quality inspection departments, and study and expand institutional arrangements for information sharing and use on the basis of the original information sharing work.

3. Optimize the inspection and supervision mechanism. Optimize the structure of inspection methods, make full use of scientific and technological means, and gradually increase the proportion of non-intrusive inspections. Based on risk analysis, dynamically adjust the inspection rate to further improve the pertinence and effectiveness of inspections. Vigorously promote the compliant supervision model, simplify the supervision process, and embed customs supervision into the logistics operation as much as possible.

4. Continue to promote the "double random" inspection mechanism. Deepen the practical application of "double random" in customs control and inspection, improve the system for publishing the catalog of inspection items, gradually increase the proportion of random control and inspection, and achieve that random control and inspection accounts for more than 70% by the end of the year.

5. Implement the reform of the unified social credit code. Implement the requirements of streamlining administration and delegating powers, simplify the registration of import and export enterprises, and promote the implementation of "one license, one code" and "three certificates in one" as scheduled. On the basis that import and export enterprises can currently go through registration formalities with unified social credit codes, we will strive to enable enterprises to use the 18-digit unified social credit code to handle import and export customs declaration business as soon as possible.

6. Promote the addition of entry-duty-free shops at ports. Actively support the development of entry-duty-free shops at ports. On the basis of having approved the establishment of entry-duty-free shops at 5 ports, we will continue to speed up the approval for the establishment of more entry-duty-free shops to facilitate domestic consumers to buy foreign products in China. We will actively cooperate with relevant departments to study policy issues concerning port entry-duty-free shops and formulate specific plans for adding new port entry-duty-free shops.

Further Promote the Innovative Development of Processing Trade

1. Actively innovate and replicate the customs supervision system of Pilot Free Trade Zones. We will actively advance the pilot of the selective tariff collection policy for domestic sales in the special customs supervision areas within Pilot Free Trade Zones, replicate and promote the system innovations such as work-order-based verification of processing trade across the country, and promote the agglomeration of processing trade to special customs supervision areas.

2. Promote the integration and optimization of special customs supervision areas. We will conscientiously implement the integration and optimization plan for special customs supervision areas, speed up the integration from four aspects: type, function, policy and management, and focus on achieving optimization in four aspects: industrial structure, business format, trade mode, and supervision service. We support qualified large and medium-sized cities in central, western and northeastern China to establish comprehensive bonded zones, and accelerate the examination and approval of five comprehensive bonded zone projects including Harbin, Changsha Huanghua, Zunyi, Wuhan Airport and Kunming Yunnan.

3. Improve the processing trade management model. We will improve the supervision models for new business formats such as bonded maintenance, service outsourcing, and cross-border e-commerce, support the development of high-end manufacturing and related producer services, and encourage the processing trade industry chain to extend to the upper and lower reaches; we will provide "tailor-made" services based on the characteristics of large equipment manufacturing, integrated circuits and other industries; we will simplify the operation procedures such as the establishment (change) of account books, domestic sales, deep processing carry-over, surplus material carry-over, verification and closing, and material swapping management.
