Notice on Paperless Modification and Cancellation of Customs Declarations

To deepen the reform of regional customs clearance integration and paperless customs clearance operation, and promote the paperless process of supporting customs clearance operations, the General Administration of Customs of China launched a paperless pilot for the modification and revocation of import and export goods declarations nationwide. Starting from December 1, 2015, the HP2015 system was put into trial operation in four provinces of the Pan-Pearl River Delta, and paperless processing was implemented for the modification and revocation of declarations.

I. What is the HP2015 system?

1. It is an auxiliary system for customs clearance operation (the function of declaration modification and revocation has been launched at present);

2. It is an important supporting part for the reform of regional customs clearance integration and paperless customs clearance operation;

3. It realizes electronic data interaction, circulation and business operation with the E-port pre-entry system and the H2010 customs clearance management system.

Friendly Reminder
Starting from March 1, 2016, customs across the country fully implemented paperless modification and revocation of declarations. Except for cases where modifications or revocations of declarations cannot be processed through the pre-entry system due to technical reasons such as computer and network system failures, the customs will no longer process modification and revocation businesses in paper form.

According to the *Measures of the People's Republic of China Customs for the Administration of Modification and Revocation of Import and Export Goods Declarations* (Order No. 220 of the General Administration of Customs), the following three situations of declaration modification and revocation are all included in paperless operation:

1. Modification and revocation initiated by enterprises (as shown in the flow chart);

2. Modification and revocation initiated by the customs (as shown in the flow chart);

3. Direct revocation by the customs: After the declaration is finalized, the customs initiates a direct revocation processing form in the HP2015 system, and completes the declaration revocation operation in H2010 after approval.
